The 32-year-old Englishman finished his final round at Dubai Creek Resort with five birdies against one bogey to reach 19-under par.
With the victory, Fleetwood earned €387,213.68 and 500 Race to Dubai points.
The win was Fleetwood’s seventh of his European Tour career.
